SAP teams with OpenAI to deliver AI tools for German government

SAP (NYSE:SAP) is partnering with OpenAI to deliver artificial intelligence tools and applications to Germany’s public sector employees, the companies announced today.

OpenAI’s software will run on Microsoft Azure (NASDAQ:MSFT) technology through Delos Cloud, a SAP subsidiary. The collaboration is slated to launch in 2026 with a focus on providing resources to government employees, administrations and research institutions. It will facilitate the integration of AI agents into existing workflows and improve actions such as records management and data analysis for public workers.

SAP edged up 1.4% by late morning trading on Wednesday.

Delos Cloud also plans to expand its AI infrastructure in Germany with the acquisition of up to 4,000 Nvidia (NVDA) GPUs to handle fresh workloads.

“Azure as the platform for Delos Cloud will power this, helping to ensure AI is deployed with the highest standards of sovereignty, data privacy, regulatory compliance, and operational resilience—empowering public institutions to adopt AI confidently and responsibly,” said Microsoft CEO Satya Nadella.

The partnership aligns with Germany’s High-Tech Agenda, which targets AI-driven value creation of up to 10% of gross domestic product by 2030.
